Trigon provided engineering, design and construction phase services for the Sewerage and Water Board of New Orleans’ citywide Water Line Replacement Program. The purpose of this program is to replace water lines on the East Bank of the City damaged as a result of floodwaters from Hurricane Katrina. Eligible water lines for replacement are determined based upon a FEMA and S&WB-developed pipe evaluation criteria. The resulting water line replacements were coordinated with the City of New Orleans Department of Public Works’ Recovery Roads Program; the Department of Transportation’s Submerged Roads/Paths to Progress Program; ongoing S&WB projects for water point repairs, sewer repairs and replacement; and other relevant stakeholders’ projects.

Trigon was the prime consultant for five (5) different neighborhood waterline replacements – Lakeview (Groups 1 & 2), Lakewood, Navarre and West End. Approximately $10M to $12M of water line construction was designed within these five (5) neighborhoods.

Trigon also served as a major subconsultant for six (6) other neighborhood waterline replacements – Read Blvd. East, Read Blvd. West, Village de Lest, Bayou St. John, Fairgrounds and St. Bernard. Approximately $4M to $6M of water line construction was designed within these six (6) neighborhoods.

Design of water line replacements generally included:
• Preparation of preliminary plans (30%)
• Final design plans and specifications (90%)
• Construction contract documents for bidding
• Opinion of probable construction cost
• Obtain necessary permits/approvals
• Bid phase services

In some cases, design also included street repair and restoration efforts, and replacement of drainage and sewer systems in accordance with City, Federal DOT, and S&WB standards.

During construction of the improvements, Trigon provided engineering and construction inspection services which included:
• Water line installation and disinfection, water line breaks associated with paving, etc.
• Respond to requests for information
• Review of submittals and shop drawings
• Verify quantities in all invoices
• Public notification
• Coordination with S&WB valve crews
• Maintenance of traffic

Trigon also acted as a representative of the S&WB on City projects located within the assigned neighborhoods.
